Primary introduction
Sometime natural calamities like drought, tsunami, heavy flood in rivers and earthquake etc. take place due to various reasons. Calamities like big fire accidents, chemical gas leakage, poisonous gas leakage etc. also happens sometimes because of human mistakes and mechanical faults, accidents etc. All these natural and man-made calamities adversely affect human life.
In the past, there was less of awareness and even lesser infrastructure to manage such calamities affecting the huge mass of human race. There was need of management which with the support of the mass can reduce the effect of such calamities.
Because of lackce facilities of forecasting system / awareness / broadcasting and scarce resources for required relief measures, human life used to get affected. Due to the lack or availability of advanced technology and resources to fight against the calamities used to affect human life & life style, badly.
After the huge devastating earthquake of 2001, Government of Gujarat has given top priority to Disaster Management. Government of Gujarat put in place multitasking system of

Government of Gujarat has enacted The Gujarat State Disaster Management Act 2003. The act provides for the duties and power of the Relief commissioner in chapter 8 article 21 and 23
